В статье рассматриваются проблемы становления и функционирования электронного документального центра (ЭДЦ) в Китае. Кратко излагаются фон появления ЭДЦ, его смысл и функция. Детально анализируются взаимоотношения ЭДЦ с цифровым архивом, законодательственное и стандартное обеспечение для его строительства. На основании вышеизложенного формируются заключения, включающие шесть аспектов по содержанию.

The problem of interests and common good is almost not studied. In any event, if well look through bibliography on problems of ethics, political science, social philosophy we'll hardly find at least one book or article. At the same time the problem of fairness depends on unity of both group and individual interests with common good. Certainly, in totalitarian state where common good comes down from power to citizens and interests are contrary to good, this problem wasn't so burning. However, in democratic state common good is created taking into account interests of all citizens and taking into account of interests supposes search of measure between interests, mechanism of finding and verbalization of good.

The article deals with the significance of national self-consciousness in the development of national mentality of Azerbaijan people in modern period. It should be noted that the national awakening of people's self-consciousness is the natural result of national and democratic processes in the country and all over the world. At the same time national awakening and self-consciousness isa progressive phenomenon in the overall development of nations. Nowadays this goal is being successively and successfully realized by the president Ilham Aliyev. Saying "The flag once hoisted will never lower again" at the beginning of the 20th century, M.A.Rasulzadeh founded the first democratic republic in the East which was the result of national self-consciousness. Following this pattern at the end of the 20th century, the leader of national movement Abulfaz Elchibey created the Republic of Azerbaijan under this flag and Heydar Aliyev eternalized the unconquerable flag, which is a bright example of national self-consciousness. So, the activity of the president Ilham Aliyev serves as a pattern based on the national self-consciousness and conception of Azeri nationalism.

The Article deals with the problems concerning the establishment of automated training courses for computer based education at high and secondary schools. There referred that the automation of education is growing fast in the result of computer based technology and programmed systems. Here, the cycles of automated training courses clarified and referred that such courses not only guides the education optimally, but also increases it's quality, develops the mental ability of students and pupils, extends the training process and makes students to much more interested in education.In the end of the article it's noted that, the mathematic course of sixth year students also has been worked out by authors in the form of ACC and will be practiced in Azerbaijan schools in the nearest future.

The article is analyzed psychological problems of generation of the person as a political leader and various socially-psychological theory of leadership. Along with it, the image and psychological qualities of the political leader is described, also they are grouped in accordance with certain criteria. The author indicates that, despite presence of various theories about the political leadership, there is no specific model everybody would be agreed with. It, in its turn, complicates research of the mechanism of formation of the person as the political leader. The author arrives to the conclusion that the phenomenon of the political leader can be investigated against the background of his role in the state building, demonstration of his political character and integration of his abilities for management activity.

Literary - scientific analysis of five historical novels written during 1930-1940 years of Azerbaijan literature is investigated in the article: M.S. Ordubadi's «Dumanli Tebriz» («Foggy Tabriz»), «Gilinj ve gelem» («Sword and pen»), Y.V. Chamanzaminli's «Gizlar bulaghi» («Girls' spring'), «Iki od arasinda» («Between two fires») and A.Zohrabbayov's «Odlu diyar» («Fiery land») novels. Though the limitations created by the major ideology of the period, authors of the novels expressed the national -moral ideals with the power of poetic imagination, devoting to the historical truth and covered the subjects relating with struggle of it, history and destiny of people. Analyzing of idea - contexts and poetic-aesthetic features of the very novels had been approaches on the base of the theoretical-aesthetic conceptions of «history and able», «history and poetic imagination» in the article.

Анализ информационного поля регионов России, в частности, Волгоградской области, позволяет сделать вывод о том, что информационные потребности населения опережают развитие самих носителей информации, особенно в сфере радиовещания. В первую очередь, это обусловлено тем, что состояние материально-технической базы ретранслирующих центров является критическим. Автор предлагает выход из положения путем организации областного общественного телерадиовещания, призванного объединить все населенные пункты региона. Без решения этой задачи Волгоградскую область ожидают серьезные проблемы с реализацией государственной информационной политики. The analysis of an information field of regions of Russia, in particular, the Volgograd region, allows to draw a conclusion that information requirements of the population advance development of data carriers, especially in broadcasting sphere. First of all, it is caused by that the condition of material base of the relaying centres is critical. The author offers a way out by organisation of the regional public tele-radio broadcasting, called to unite all settlements of region. Without the decision of this problem the Volgograd region serious problems with realisation of the state information policy expect.
